yes, you can go for US passport anytime you want but you will never get back your Indian passport.

US gives their citizenship/nationality to all kids born in US main land and commonwealth states...

yep tisukovachu one of my classmate in MS was born in New Mexico when her father was studying Phd( through Indian govt deputation). When he left he took an indian PP for her from the embassy and returned to india. After her engineering she went to Chennai embassy and got herself a US Passport and came for MS. She also took some Federal student loans for MS

Passport is issued only to citizens. When she took US passport from embassy then she became US citizen and Indian passport is invalid
