Govt's terrorism is to keep order. If the govt is fair, it should treat all sorts of extraneous terror groups as the same, because when it ends up mollycoddling one group, the other group's terrorism will have a justifiable reason to engage in terror attacks.

its hard to make govt function in a fair manner, but people should not buy into the idea that one terrorist is better than the other. It tilts the govt's terrorism towards the group that is being shown leniency.
