IPL 2018: Retentions to continue but franchisees can't go against player's wishes

Mumbai: With the Indian Premier League getting bigger year by year, the 2018 edition of the cash-rich tournament will once again witness many players being going under the hammer.

But fans of franchises such as Mumbai Indians and Royal Challengers Bangalore shouldn’t be worried about the auctions of Virat Kohli or Rohit Sharma as the player retention policy is set to continue for the following year.

However, a call is yet to be taken on the limit of the players to be retained by each team that will be decided in the franchise owners meeting arranged on November 21.

“The retention policy would be there in all possibility. This is what the majority of franchises want. The only issue we need to thrash out is the number of players who can be retained. We need to work out whether it would be three or five players. For this very purpose, we have called the meeting of franchise owners on November 21 in Mumbai,” a top BCCI official was quoted saying by the Times of India.

With Gujarat Lions and Rising Pune Supergiant set to discontinue from the current campaign, Rajasthan Royal (RR) and Chennai Super Kings (CSK), who are returning following a two-year spot-fixing ban, will have the right to retain their old players.

“The first preference would always remain with RR and CSK. The IPL GC had been clear about it from the beginning. But if these players want to go to the auction pool, then these two franchises can’t do anything about it,” he added.

Earlier, there were multiple reports suggesting that franchisees were preparing a big-money move for Mumbai Indians star Hardik Pandya after he expressed his desire to leave the three-time champions. And it could turn out true with the official adding that it all depends on the player's wishes, despite the amount of cash the franchisee has to offer.

 “The players would be given the option to decide over continuing with respective franchises or joining the auction pool. It will depend solely on them. Even if a franchise decides to open up its purse for a particular player, it can’t do so against his wishes. If a player has made up his mind to go under the hammer, no one can stop him. He will stay back only if he’s satisfied with the new offer his franchise is making,” he expressed.

The IPL governing council proposed to allow three players to be retained by eight franchises whereas two players will be allowed for a right to match by the IPL teams.

IPL franchises issued new player retention rules

IPL franchises will be allowed to retain a maximum of five of their existing players through a combination of player retention before the 2018 auction and the use of right-to-match cards during the auction. The salary cap for each team for the 2018 season has been set at INR 80 crore (approximately $12.4 million) by the IPL governing council, which met in Delhi on Tuesday along with the Supreme Court-appointed committee of administrators.

Chennai Super Kings and Rajasthan Royals, the two franchises returning from a two-year suspension, will be able to retain players from among those who were in their squads in 2015, and from the list of players who represented Rising Pune Super Giants and Gujarat Lions in 2017. Super Giants and Lions are no longer part of the IPL.

Of the five players, a franchise can retain a maximum of three through retention in the lead up to the auction, and a maximum of three through right-to-match cards during the auction. If a franchise does not retain any player before the auction it can still retain only three using right-to-match cards. A right-to-match card gives the franchise the ability to buy back its player during the auction by matching the highest bid made for the player by another franchise, once the bidding is over.

A franchise will be allowed to spend only INR 33 crore on retentions ahead of the 2018 IPL auction. If a franchise retains the maximum of three of their players before the auction, it will lose from the salary cap INR 15 crore for the first player, INR 11 crore for the second, and INR 7 crore for the third.

If only two players are retained, then the first will cost the franchise INR 12.5 crore from the salary cap, and the second INR 8.5 crore. If only one player is retained, then he will cost the franchise INR 12.5 crore from the salary cap. The IPL has also imposed a salary cap of INR 3 crore for an uncapped player retained before the auction.

The salary cap of INR 80 crore in 2018 will increase to INR 82 crore in 2019, and to INR 85 crore in 2020. The IPL said the franchises will need to spend at least 75% of the salary cap each season, and that each squad should contain between 18 and 25 players with a limit of eight overseas players per franchise.

There was also an upwards revision in the base prices of players at the auction. Previously, uncapped Indian players had base prices of INR 10, 20 and 30 lakhs respectively; now each of those slabs has been increased by INR 10 lakh. The minimum base price for capped Indian players has also increased from INR 30 lakh to INR 50 lakh.

IPL player retention policy: Everything you need to know

IPL committee has announced the guidelines for retention policy for the upcoming season. Here is quick guide to clear all your doubts.

Indian Premier League (IPL) Governing Council met on Wednesday to devise rules and regulations regarding the auctions for the upcoming new season of the tournament in 2018. The meeting, which took place in New Delhi, also involved Committee of Administrators (COA), who discussed various issues regarding the auctions such as IPL Player retention policy, salary cap and player regulations.

Here’s what the new rules state:

RETENTION POLICY

* All the eight teams that will take part in IPL 2018 – Chennai Superkings (CSK), Kings XI Punjab (KXIP), Delhi Daredevils (DD), Rajasthan Royals (RR), Mumbai Indians (MI), Royal Challengers Bangalore (RCB), Sunrisers Hyderabad (SRH) and Kolkata Knight Riders (KKR) – will have a maximum five player retentions.

* These five retentions will take place with the combination of two methods: a) Retaining directly B) Right to Match

What is Right to Match: Right to match (RTM) is an option available to a team to retain a player by bidding the exact amount at which he gets sold at the new auction. For example: If KKR choose not to retain Umesh Yadav, the player will be included in the auction pool. During the auction, if hypothetically, the player is bought for Rs 2 crore by Delhi Daredevils, KKR can exercise the Right to Match, using which they can match the amount of Rs 2 crore and retain Yadav in their squad. Delhi will not get Yadav in the team, in such a scenario, in spite of the highest bid.

* Now, each team can retain a maximum of 3 players, which will leave 2 right to match cards with them. A team can also choose to retain only 2 players, which will give them 3 RTM cards. But, no team will get the option of retaining more than 3 players using either of the two options. That means, if a team chooses not to retain any player or retain only one player, they will still only get a maximum of 3 RTM Cards.

* Teams must also stick to the following criteria with their retained players:

– Maximum 3 capped Indian players
– Maximum 2 overseas players
– Maximum 2 uncapped Indian players

It means, no team can retain more than 3 capped Indian players or more than 2 overseas players or more than 2 uncapped Indian players.

Retention policy for CSK, RR: Now, there is another twist in this IPL auction. CSK and RR will make a return this season. The two teams were not a part of IPL 2016 and IPL 2017. As per the rules, these teams can retain any five players, who fit both of the following criteria:

a) Players who were respectively part of CSK, RR in IPL 2015

B) Players who were part of RPS and GL squads in IPL 2017

This means that if any player was not a part of CSK or RR in 2015, they will go straight to auction pool. It means Ben Stokes and Alex Hales both will be in auction pool this season. It also means, MS Dhoni, who played for CSK in 2015, and was part of RPS in IPL 2017, will be available for retention for CSK.

Player retention price

This season, each IPL team will have a higher salary purse of Rs 80 crores, which will increase to Rs 82 crores in 2019 and Rs 85 crores in 2020.

Now, if a team decides to retain three players, they will have to pay a total sum of Rs 33 crore, with Rs 15 crore for the 1st player retained, Rs 11 crore for 2nd player retained and Rs 7 crore for 3rd player retained.

In case, a team decides to retain only two players, they will have to pay Rs 21 crores, with Rs 12.5 crore for the 1st player and Rs 8.5 crore for the second player.

In case a team decides to retain only a single player, then they will have to give only Rs 12.5 crore.

In case, a team decides to retain an uncapped player, then a sum of Rs 3 crore will be deducted from their purse.

All the eight teams will have the option to have a maximum squad of 25 players, which comprises of maximum 8 overseas players. Every team must have at least 18 players in their squad.

Base price for players

Uncapped players this season will see an increase in the price as each segment of players receives a Rs 10 lakh boost. The uncapped players in the lowest category, who were earlier available for Rs 10 lakh will go up to Rs 20 lakh,  followed by players rising up to Rs 30 lakh and Rs 40 lakh base price.

The base price for capped players remain same for the higher priced players, who will remain at Rs 1, 1.5 and 2 crore. Those who were earlier priced at Rs 30 lakh and Rs 50 lakh, will see an increase up to Rs 50 and Rs 75 lakhs, respectively.
