My email complaint to IELTS at that time: 

My name is xxxxx, and I have recently taken the IELTS test on the (DD/MM/YYYY) at the San Francisco CA ILSC. My candidate number happens to be xxxxx. The nature of the complaint I have is with the testing procedure being conducted currently at the IELTS testing center in San Francisco ILSC. 
 
Let me elaborate. My complaint has to do with the listening section particularly. As part of the listening module, we were all made to hear a few clippings of audio upon which the questions were based. Now in the room we were seated, we were seated alphabetically as per our last name. Due to this I happened to sit in the back of the room, the audio that was played as part of the listening module emitted sound that came from the front side of the room. The room didn't have surround sound due to which a person sitting in the front of the room closer to the source of the audio would have an innate advantage compared to someone like myself, who's seated at the back of the room. Apart from that, there's also the issue of someone coughing, sneezing, or turning the pages which all add to the distraction and take away from the focus that a candidate is trying to have while listening to the audio. 
 
In order to minimize the above issues, most test centers I have seen issue headphones to the candidates during the listening section. That's because any sort of outside disturbance would not bother or distract the test takers, especially since the audio is played only once. However, I have noticed that this particular test center had no provision to issue us headphones save playing an audio in a room that doesn't even have surround sound, putting candidates sitting in the back of the room at an obvious disadvantage. I am afraid that I have had momentary lapses of concentration due to the above setup, and I feel it's really unfair that I have to pay for this in the form of my score(although I have confidence that I have done exceptionally done in spite of the above hurdles).
 
I find it rather unacceptable that a center that can't even provide headphones to it's test takers in this day and age is approved by your council to conduct these tests. I would like to hear your explanation on how you would be able to mitigate this obvious disadvantage that I have been subjected to. While I have no doubt that IELTS as a test itself is a representative of the standards of English globally, I am sorry to inform you that the testing center being mentioned is in no way even close to global testing standards in the way the test is conducted. 
 
I have to also inform you that I am not the only person that has the above opinion, I have spoken to 2 other candidates at the test who have had the same issues that I did in the form of distractions while listening to the audio due to them being placed at the back end of the room as well. You could verify with the testing center where I had been seated if you wish to verify my information. I would like to find out how IELTS would like to compensate me for this obvious inconvenience and injustice, and if there's a way to redress this issue. At the very least, the center that conducted the test needs to upgrade their listening procedure to include headphones, or they shouldn't qualify to conduct these kind of tests if they fail to do so.

I don't know about the other test locations but the one in San Francisco had the same issue, read my previous post that was the email I had sent to IELTS testing at that time.

Not really, sometimes you can't do that since that might impact the score they give you in sections such as speaking since speaking is graded by the testing center. 

I had pointed this out to the IELTS General advisory committee as well, I left it alone as my score was good enough inspite of the above discomfort.

i wrote with BC and the center was katriya hotels in somajiguda, everyone was given bluetooth headphones back in 2009.

IDP lo oka ara band ekkuva ostadii ani kakurthi paddav ley ankul.

infact anni centers lo headphones istunnaru ani talk

I took TOEFL in 2007 without much preparation and scored 106. 

I donno about IELTS... around 2007 time TOEFL kottalenollu IELTS rasevallu easy ani. or may be Aus Nz backup.... so I think scoring will not be too hard ..need little homework based on your english skills...

I faced severe inconvenience at the San Francisco testing location as the hall wasn't suited to carry the sound to all corners of the room and I was seated at the very back as my last name starts with one of the last alphabets in English. They seated us based on our alphabetical last names, so someone with a last name starting with A had an obvious advantage over someone like me.

i am hearing from other centers like chicago, cleveland, pittsburgh are some what better. they are playing disc players in a room with ppl no more than 15.
