This is a drop in the bucket actually, I personally know someone that did the same thing almost a decade ago. He started his own medical college in India, and was indicted in the US for fraud. He pleaded guilty and volunteered to surrender his US passport and go back to India for good. 

Currently, he also opened up an Engineering college last year apparently and is running the show in India.

Lakireddy Bali Reddy still lives in Berkeley CA. If you are familiar with the area, he lives on one of those mansions on the Berkeley Hills with a view of the Bay and the GG in the distance on a clear day. He also owns a property management firm called Raj real estate or something that's run by his son, and they rent out those apartments for individuals and businesses. 

No idea about the second one in your list.

Okay maybe he changed the name from Raj to something else as you mentioned, or this is perhaps another of his "ventures"
