Since feudal castes started ruling India after Kshatriyas rule is ended the wealth is in the hands of 10% people in India . Things will change when everybody gets proper share in legislatives. The current generation in Those so called upper caste( feadual casts) have the mind set that they are born to rule the country but the fact is their ancestors used to lead a pathetic life and used to work as agricultural labor.

Ala ayithe I have seen Vysyas who are in the police department too . But problem emiti ante vallalo unity chala takkauva okariki okaru help cheuskoru. They are very self centric and timid nature.

It's not about being timid, political power undatam veru bureaucracy lo undatam veru. Just because they are in bureaucracy doesn't mean they can be political rowdies and do whatever, in fact oka bureaucratic position lo unnodu 100 times alochisthadu to do anything forceful as his career is at stake. 

Ade political support or power lo unnodiki aa bhayam undadu, since power isn't permanent next time untundo ledo teliyadu so alantappudu best to use it when he can. So adi timid nature kanna it's due to a sense of security, gorantha kondantha enduku chesukovatam career ni enduku affect chesukotam ani. 

Instead of that, best to avoid giving it to people they don't trust anedi akkada thinking.
