No..! They will never be able to touch overseas assets. No way it is possible and the present international laws don't allow such an act. This is not a criminal offense. This is a civil offense. No country has extradition treaty for civil offenses. 

Remember: By not paying the dues back, you are not breaking any law. You are only breaking the agreement between the lender and self which is no way a criminal offense where the law will come against you. An agreement is not the law and breaking the agreement is a dispute between two parties only.

The properties in India are safeguarded by Indian laws and American law has no control over it neither any collection agency has authority to liquidate the assets in India.

Here is the trick for such cases : 

Make an agreement with the banks. If you don't pay back, banks will come for you and result in collections and liquidations which is often a tiresome job, time taking procedure and an expensive procedure for the banks and legal costs are also considerably high. In simple words, Banks have to spend money to get back the money lend to you and at present costs, the cost of delinquency is almost 50% of the lending cost if you take time and effort into calculation and loss of interest on capital for the bank.  So in such a case, You can make an out of court settlement with the bank agreeing to common terms of paying back slowly over the period of time. The bank needs its money back at any cost and at this stage, the lender will be desperate to get back the principal amount and will be very vulnerable to settlement.

Possible outcomes: You can make an agreement with the lender to freeze the interest rates and pay back only the principal amount.

The bank may even consider one-time settlement which is often less than principal amount but will have long last effect on credit history, May not be able to get credit for 7 years at least and even that, cannot be guaranteed, even if you do so, you have to shed out higher APR's.
