At that time, Similar to Bombay, Tuticorin and Chennai had landing facilities for undersea cables and bandwidth was available then, and Chennai rose to prominence as IT destination as well. 

Later Tuticorin facility was closed and a much-improved landing facility was established in Chennai around 1998 and since then, Chennai has witnessed huge activity in IT sector and present OMR road was initially planned in 1990's.

Do you guys remember a series of INSAT launches by ISRO in the early 90's? These satellites were mainly launched to connect data centers with satellites.

And by 2000's, All major Indian cities now have a fiber grid connecting system which ensures bandwidth to carry out the operation and this has opened doors to other cities. Jaipur, Ahmedabad, Kochi etc have benefited hugely because of connectivity.
