What I can do at this moment ? 

DSO ki complain chesthe no use... Also police complaint is the same. Better to call his parents in INDIA and tell them the situation and ask them to talk to him. As someone said in the previous reply, just shame him on social media. Before you do that, give his parents and final date of payment and after that start shaming him. But there might be a chance of him not paying you at all because of doing that. So think wisely and act smart.
