You are right, it's not mandatory to give tip, I mean they will still let you go out of the restaurant without leaving a tip. The reason why you tip is because it has been going on traditionally, it's in the culture. Another reason is also because they are paid minimum wages and are expected to get additional money in the form of tips based on how customers have felt their service. It is a win-win for both restaurants and customers in a way because customers think they will do good service for tips. 

Another thing is a mandatory gratuity is added for a group of either 6 or 8 members. The tip you give in that group is on top of it. 

There are people who do tip chefs, I do it when I do takeouts, I ask them to go to the kitchen while I am waiting, some places they acknowledge and do it if they aren't too busy,  some places they say they will do it later. That's fine with me either ways. 

Regarding tipping at other places - 

Hair stylist or barbershop, For off airport parking pickup and drop off, Taxi or limo services, For help with loading heavy items in my car at the stores, If I see the Janitors who are servicing restrooms when I am in the restroom, etc.

We usually do the same, adugutham first poragallaki tips ostaya ani? If yes then will give good if not picha lite sometimes minimum or sometimes nothing.

Ala unte usually I will let the manager know about it before I leave. Plus aa person ki tip ivvanu but put tip in the tip jar. Plus I usually will contact the management and let them know that the waiters there are indulging in such stereotypical behavior

Most restaurants that have white people servicing are usually pretty good with customer service. Young black people aren't so good on the other hand, older Black ladies are very nice and attentive when it comes to customer service. 

The worst customer service I've seen is at desi restaurants, where the poor waiters tips are stolen by the owner
