what is this professional engineer license?

Usually Civil Engineers and to an extent Mechanical Engineers and Electrical Engineers need this license to practice their profession. You require a certain amount of years in experience to even be eligible to apply for this exam. No such thing exists in IT, we have certifications which are close but not quite the same as the Professional Engineer licenses since the certifications aren't accredited by a state/federal agency unlike the PE ones.

GF got an approval today on a H1 transfer. Everything is good guys. Take it easy and submit all the documentation USCIS is asking for. The industry will adopt as long as there is demand. The vendors will start giving out contracts between them and the client. As long as you are submitting client letter, vendor letter, contracts between vendor and client and employer you will be fine.

Is she on an EVC model or FT? That is what this is dependent on, seems like it.

IT won't ever be designed as a licensing model, it's the nature of IT which prevents it from being so.

And even if IT were to be a licensing model in the future, most if not all of those positions won't hire H1Bs.

denials maatram baaga increase ayyay

Less than 1% undevi but now close to 10%. But my feeling is most of these denials are for shady clients or clients that don't give proper paperwork. As long as you work for good clients that give client letter and a good vendor you will be fine..

Not really, the latest memo is designed to kill H1B altogether.
