I believe these are numbers for those who file for I-485 already (because the date was current at some time in the past). This might not be including the cases that are I-140 approved but waiting to file I-485

No, they are pending petitons. You cannot file I-485 if your  PD is not current

Why is EB2 India having numbers until 2010 April? Because that date was current sometime in 2012.

Why is EB3 India displaying only until 2007 August? For the same reason above

due to recession in 2008, that effect is carried and there are very less employers in that time frame agreed to file GC.

Technically you can file I-485, it's called pending. So it's your choice either to wait until dates become PD or file. Until 2008, people use to file I-140 and I-485 together.

with the info from pending inventory. If we compare oct an jan
EB1I cleared 7000 applications..

Because they get spill over from EB5 and EB4. But still they have 14,000 pending applications.
