No need bro. H1 starts from Oct. So if he come back before H1 start date on OPT, he is still on F1. I went on OPT like exact same case, filed my H1 in April, went to India on June and back by June end. I entered as F1. Once H1 started in Oct, status changed.

OPT eppati varuku unna, your status changes from Oct if H1 is picked. Ee loga you can travel. Once H1 starts from Oct, you need to go for stamping since OPT will be invalidated once due to change of status. So 2019 is no longer valid for OPT.
