i have two takes on this problem

Yes Cash is in short supply in ATM's, i have read of reports that this is severe in Andhra and north Andhra

on the other front, Banks opened a lot of small atm's at every street corner just like tea stalls till 2016 but when Bodi announced his note ban & changes in ATM transaction fee that allows you 5 free transactions from any other bank ATM , came in most of the ATM's have been shut  and are just left in inoperable situation.

with 250mts from my home i have 6-7 atms' out of which  icici ATM with 4 kiosks , Vijaya bank atm  are operational, SBI, SBH, Andhra Bank,HDFC atms are just without cash and shut all the time.
