What kind of rights do the incompetent have?

since in this thread, everybody is arguing for merit (even the TS) as the basis for a certain policy. 

 What about people who are incompetent? Who will speak for them?  

is it okay to exploit and even destroy the incompetent in humanity's quest for collective greatness?

Is it evolution at work? Are there better ways of bringing everyone along?

Traditionally incompetent people had many places where they could hide.

nationalism, caste groups, professional bodies, worker unions, sales jobs, art etc.

what happens if 'merit' becomes the sole criteria for determining a person's worth?

especially when there is no metric to decide 'merit'.

decide on any 'metric' and 99.99% of people in the world can be classified as incompetent according to it.

if we decentralize the 'metric' defining task, it means people will form bubbles of 'competency' and will compete with the rest of the world from inside it.

It still leaves a huge section of population outside of all those bubbles.

what to do about them?

should they be left to rot and die?

Every one is competent in one field or other... every one can compete only in some given periods not all the time
