USCIS can very well do that. What I observed is that the USCIS legal team is spending more time giving detailed RFE's and denials than our attorney's submitting the documentation and response to RFE's

If you respond to RFE, they are simply saying evidence in record is not sufficient to completely justify/satisfy ani istunnaru
