Newzealand team tried to summit but were unsuccessful , but later due to religious reason from different religion including hinduism , buddhism and surrounding local population belief CHINA decided not let any one summit it , and actually this mountain is in Autonomous Tibet 

China is investing heavily in tibet to improve road access and facilities , it is strategic point for them 

 

You can trek to Mount kailash freely in june and july if you get picked up in lottery by indian govt , or you can fly from nepal in helicopter with your own money , once you are near Mt Kailash , people make rounds around the mountain and it may take 1 to 2 days , but over all it has religious significance in multiple cultures so no one is allowed to summit 

But in future there are some chances
