More than 22,000 government employees are yet to get their salary for the month of March, even as the Finance Department authorities are working hard to fix the glitch.

Amaravati: A cash crunch on one hand and a software glitch on the other has resulted in freezing of bill payments running into thousands of crores of rupees in Andhra Pradesh, for over a month now, official sources said.

More than 22,000 government employees are yet to get their salary for the month of March, even as the Finance Department authorities are working hard to fix the glitch.

 

In fact, the salary and pension was paid only on April 7, a week behind schedule, because of the “software problem”. There are a total of 7.9 lakh employees and pensioners on government rolls in the state.

The non-release of funds by the Centre is being cited as one reason for the cash crunch. “We have to get about Rs 3,000 crore for the multipurpose Polavaram project and another Rs 350 crore under the backward districts development grant.

This has been causing a strain on our payments position,” a senior official of the Finance Department pointed out. In all, payments worth Rs 8,000 crore have been stalled “for various reasons,” the official said.

This apart, another Rs 1,500 crore worth bills have been pending with the Treasury due to non-clearance by the state government. Of Rs 8,000 crore, half relate to payments for capital works and the balance to various government schemes.

The state government recently introduced the Comprehensive Financial Management System, which is an integrated payment network.

However, inadequate training of staff and also the glitches in transition from the old software to the new CFMS software have resulted in freezing of payments. In Krishna district, for example, payments worth Rs 800 crore have been stalled and the Pay and Accounts Office (PAO) has been asked not to make any releases.

“Just for a day on March 27, we were asked to release 20 per cent of the dues and immediately thereafter further payments were kept on hold,” a PAO official said.

In January, cultural shows were organised in all the 175 Assembly constituencies in the state as part of the state government’s 10-day mass outreach programme ‘Janmabhoomi,’ but the artists have not been paid their remuneration yet.

“We could not pay even Rs 1,000 to an artist, which is really painful. We have adequate budget, but the government stalled all payments,” rued an official of the Department of Culture. The Department of Culture, in all, owes over Rs 3 crore to artists for various programmes. “Without salary, majority of the Kuchipudi teachers are reluctant to work and we can’t force them.

This may adversely affect the government’s ambitious programme to promote Kuchipudi, the native dance form of the state,” the Culture Department official said. Meanwhile, State Finance Secretary Muddada Ravichandra told PTI that the ‘software problem’ caused by the transition to CFMS has indeed affected the payments.

“All data has to be totally re-entered into CFMS from the old system. Staff are also not totally familiarised with the new system despite one round of training.” “We are now giving them hands-on training for two days on April 17 and 18 so that we can overcome the problems,” the secretary said.

There was no financial crisis as such but non-release of funds by the Centre has resulted in some problem, he added.(PTI)

Kurnool: With a string of counterfeit currency notes being caught in Dhone, Pattikonda and Adoni last week, Kurnool seems to be emerging as a hub for fake currency circulation. With no cash in the ATMs, there is severe shortage of cash in the district. In this backdrop, if anyone tenders liquid cash, shops and business houses are willing to accept it. It is this need for cash that has led to fake currency becoming a big business in Kurnool.

Areas like Pattikonda, Kodumur and Adoni have organised gangs that appoint agents to circulate counterfeit notes. The modus operandi of the gang is that a Nellore-based person collects real legal tender against fake currency in 1:3 ratio. That means for every Rs 100 original currency note, Rs 300 worth fake currency is given. It works out to a whopping 66 per cent profit on initial investment, it is learnt.

 

 

Adoni DSP Ankineedu Prasad said that the fake currency circulated by gangs in the area is difficult to identify as fake, unless one is well versed in differentiating fake from original. He said that the Adoni police apprehended a person trying to exchange a fake Rs 100 note at a petrol pump and a cool drink shop owner in Pattikonda and seized Rs 1,70,000 in fake currency.

Dhone police also apprehended a man in the first week of April for printing fake currency using a scanner and colour Xerox machine. Dhone circle inspector Rajagopal Naidu said that Dhone was a stand alone event unlike Adoni, where a chain of individuals were involved.

Fake currency is increasing at an alarming rate and is being channeled to remote areas including mandal headquarters. It is not confined to one town or taluk, but is rampant in the entire district, said an enforcement official. The nexus between gold and fake currency smugglers cannot be ruled out, he averred. With Adoni being a nerve centre of gold smuggling, the prevalence of such enterprises are bound to flourish, the official added.

Hyderabad: Demonetisation, it appears, got merchants of counterfeit notes move into top gear, with many churning out bundles of fake notes. At the same time, it increased the workload for the State Forensics Science Laboratory here.

The printing of counterfeit notes, officials said, gathered steam after the note ban in November 2016. And though the fraudsters left no stone unturned to circulate fake Rs 2,000, Rs 500 and Rs 200 notes, several gangs were arrested.

 

The crackdown on fake notes saw the State Forensics Science Laboratory (FSL), which is helping the police conduct scientific analysis of seized fake notes, getting all the more busier. FSL’s Physics Department is now analysing notes seized in over 35 cases booked by the police across the State.

Of the 35 cases, 15 are related to Rs 2,000 notes, 10 are of Rs 500 and five of Rs 200. An FSL official said the notes were scanned through desktop publishing (DTP) software and printed and that they were not of high quality. “We take into account various factors while conducting scientific analysis of fake notes, in addition to the information obtained from Reserve Bank of India (RBI),” the official said. The report given by the FSL would enable investigators to submit it as scientific evidence in court.

Most gangs caught by police planned to circulate Rs 2,000 after successfully circulating counterfeit notes in small denominations of Rs 100, Rs 50, Rs 20 and Rs 10, he said.
In November 2016, the Rachakonda police arrested around 6 persons for allegedly circulating fake Rs 2,000 notes. This gang was caught within days after the Centre announced demonetisation. In December 2017, the police nabbed an inter-State gang that was duping businessmen on the pretext of providing fake notes at 1:3 exchange ratio. The gang was operating across four south Indian States.

A few days ago, the Directorate of Revenue Intelligence (DRI) caught two persons with Rs 2,000 denomination notes, having a face value of Rs 10.20 lakh. The duo was arrested from East Coast Express in Visakhapatnam while attempting to smuggle notes to Bengaluru from Malda in West Bengal via Hyderabad.

Bank Employees Federation of India general secretary P Venkataramaiah said RBI would give wide publicity before releasing new currency notes. “A campaign on educating people about the features of notes is a good initiative after ensuring it is practical,” he said.

My original post contains references to both TG and AP. Indulo kooda meanings vethukunte nee karma.

Fact is people of both AP and TG lost trust in banks. And it is resulting in huge withdrawals and cash crisis.

ఈనాడు, హైదరాబాద్‌: చేతిలో నయాపైసా లేక  నగర ప్రజలు అల్లాడిపోతున్నారు. కార్డుల్లో డబ్బున్నప్పటికీ చేతికి వచ్చే దారిలేక గగ్గోలు పెడుతున్నారు. నగరంలో ఏ ప్రాంతంలో ఏటీఎంలు చూసినా మూతపడే దర్శనమిస్తున్నాయి. దాదాపు అన్ని బ్యాంకుల ఏటీఎంలదీ అదే పరిస్థితి. ప్రజల దగ్గర నగదు లేక నిత్యం చేయాల్సిన లావాదేవీలను వాయిదా వేసుకొంటున్నారు. కొనుగోలుదారులు రాకపోవడంతో పలు దుకాణాలు వెలవెలబోతున్నాయి. కార్డు లావాదేవీలు నిర్వహించే షాపింగ్‌మాల్స్‌ కళకళలాడుతున్నాయి. చిరువ్యాపారులు గగ్గోలు పెడుతున్నారు. దిల్‌సుఖ్‌నగర్‌, కొత్తపేట, చైతన్యపురి, ఆబిడ్స్‌, కోఠి, అమీర్‌పేట, పంజాగుట్ట, కూకట్‌పల్లి, సికింద్రాబాద్‌ తదితర ప్రాంతాల్లో ప్రధాన రహదారిని అనుకొని ఉన్న వందలాది ఏటీఎంలు మూతపడి దర్శనమిస్తున్నాయి. కొన్ని ప్రాంతాల్లో ఏటీఎంలు పనిచేస్తున్నట్లు చరవాణుల్లో తెలుసుకొని కిలోమీటర్ల దూరం వెళ్లి డబ్బు తీసుకుంటున్నారు. మార్చి ఆఖరు నుంచి మళ్లీ మొదలైన నగదు కష్టాలు రోజురోజుకూ తీవ్రరూపం దాలుస్తున్నాయి. ఈ పరిస్థితుల్లో చాలామంది డబ్బు చేతిలో ఉంచుకోవడానికే ప్రాధాన్యం ఇస్తున్నారు. అవసరానికి మించి డబ్బు తీసుకోవడానికే నగరవాసులు ఇష్టపడుతున్నారు. ఏ క్షణంలో ఏ అవసరం వస్తుందో చేతిలో డబ్బు ఉంచుకుంటే మంచిదనే ఆలోచనలో చాలామంది ఉన్నారు.

పెట్టిన నిమిషాల్లో ఖాళీ..: ఏటీఎంలలో డబ్బు లేకపోవడంతో జనం పడిగాపులు కాస్తున్నారు. ఎక్కడైనా ఏటీఎంలో నగదు నింపినట్లు సమాచారం అందితే అక్కడ వాలిపోతున్నారు. ఎంత డబ్బు పెట్టినా నిమిషాల్లోనే జనం తీసేసుకుంటున్నారు. కొన్ని బ్యాంకులు నగదు నింపేందుకు ఏజెన్సీలకు బాధ్యతలను అప్పగించాయి. వారు రోజులో ఒకసారే వాటిని నింపుతున్నారు. కొన్ని ఏజెన్సీలైతే కొన్ని రోజుల నుంచి ఏటీఎంల వైపు చూడటం మానేశాయి. వారిని బ్యాంకు అధికారులు ప్రశ్నించడం లేదు. మార్చి 20 నుంచి దాదాపు నగరంలో నగదుకు నోచుకోని ఏటీఎంలు వేలల్లో ఉన్నాయని స్థానికులు వివరిస్తున్నారు.

వ్యాపార దుకాణాలు వెలవెల.. ప్రజల వద్ద చేతిలో కనీసం నగదు లేకపోవడంతో వ్యాపార లావాదేవీలు దాదాపు స్తంభిచాయి. నిత్యం కొనుగోలు దారులతో కళకళలాడే దుకాణాలు సైతం ప్రస్తుతం వెలవెలబోతున్నాయి. నిత్యం రూ.లక్షల్లో వ్యాపారం చేసే వారుసైతం కనీస అమ్మకాలు లేక ఇబ్బందులుపడుతున్నారు. స్వైపింగ్‌ మిషన్లు కోసం బ్యాంకుల చుట్టూ తిరుగుతున్నారు. అయితే, చాలా బ్యాంకులు కొత్తగా స్వైపింగ్‌ పరికరాలను దుకాణదారులకు జారీ చేయడం మానేశాయి. కొరత ఉందనే సాకు చూపుతూ కాలాన్ని నెట్టుకొస్తున్నాయి. స్వైపింగ్‌ పరికరాలు ఉన్న వ్యాపారులు కొందరు కార్డు లావాదేవీలకు 2 శాతం నుంచి 5శాతం వరకు కమీషన్‌ వసూలు చేస్తున్నారు. కమీషన్‌ భారం భరించలేక పలువురు కొనుగోలుదారులు ఏటీఎంలలో డబ్బులు తీసుకొనేందుకు విశ్వప్రయత్నాలు చేస్తున్నారు.
