No you have to apply for a PR separately, local offer will give you some points but ayina IELTS compulsory rayali

Yes then you have very good chances, age 31 doesnt' matter. I was older when I applied for my Canadian PR, having a local degree also helps a lot in getting a job locally plus the PR. All the best.
