cataract is still done in rural places as naatu vaidhyam, in some of remote places I saw people remove the layer on eyeball with tounge, 

crazy but true.

Plastic surgery I do not know, only evidence I have is super start krishna doing it in manavudu daanavudu movie, we cannot claim it as by that time already plastic surgery might have evolved in west.
