Based on the shadow of the chairs, it seems to be taken close to noon (May be between 11 AM and 1PM ). In the image, I can see all people under trees and in areas where there is no Sun. 

 

So, people may not be able to bear sunlight and moved to areas where they have shade. This was however twisted by Sakshi for their own benefit.

Looks much early than that possibly around 10 AM..
