PV was dead against YSR and that was the reason YSR was not included as minister in PV's cabinet and anti-YSR group members were made ministers in state as well as center. 

After 1996, after the fall of PV regime and crisis hit congress under Sitaram Kesari....then the rise of YSR started after sonia gandhi became AICC President. 

during 1999 elections, first time YSR campaigned at a mass level state wide and that gave him an identity as a state wide leader but he lost those elections and what happened since 2002- everybody knows.
