It is AP govt that is using this fake data and call tenders to Air Charter Service from Vijayawada to Singapore,

International Airline operate on bilateral/reciprocal agreements and not like Indian railways.The no of seats from India and X country are fixed by agreements.If any airline wants to add new destination in India,it has to do seat adjustments with other airlines or routes (increase/decrease on other routes or buy seats that other airlines that have permission and not using )

Vijayawada does not have Immigration facility but with the traffic of this size, District SP will usually take care of passport control.

Presently, In Dubai region ...Indian airlines and Emirates has completely exhausted the seats. I think they have closer to 90,000 seats per week ni lateral and they have completely exhausted leaving no room for expansion unless further discussions are held for seats demand.
