Does he any details of certificate like name, amount, date.. 

To get duplicate - Application for the issue of Duplicate Savings Certificate in lieu of the loss, theft, destruction, mutilation or defacement of the Savings Certificates in the custody of the Holder NC-29

NC-29 form fill up chesi duplicate vaste adi use chesi he can get back maturity amount also guess they will be SB AC interest for period after maturity till withdrawal.. 

Koncham process but should get it.. FIR is also must along with supporting docs. 

Best thing is friend ni oka saari if possible head post office velli oka round veyyamanu they will guide him better..
