May be some technical reasons.Some times Govt cheques need to have more than one signing authority for amount above than X rupees.Some times there may be stop order on  cheques if there are multiple claimants (for ex: during such accidents make fake people come forward , claim as victims Kins and get compensation and later real family member also claims.Then in such cases Govt will put stop order on Cheques)

BTW for relief fund,Govt maintain a separate fund/bank account and has huge reserves and not paid from treasuries.Even if there are no funds in any Govt account,the banks will not send back the cheques,it will inform the concerned dept and holds it

If all the 60 Cheques are not honored,why will any opposition party will not make noise ? especially during elections !
