Not exactly but what you said is true .. Nexus was made by LG, Huawei, HTC etc depending on the version, that's why it's called "Nexus" may be...but the flagships are no more true flagships because every android phone almost is coming up with better version than flagship.... Samsung Android nundi out, One plus runs customized android etc ... So google lost control .. Lg specialized in Camera phones etc.

Also google has to compete with Apple and with these too many control issues there is no other way
