Supreme Court cannot amend or create laws. It can only make sure that the law is being followed...the law here is anyone born in USA is a citizen...and it needs constitutional amendment. May be an executive order is enough to direct USCIS to stop giving passports to such born people as it is a government agency and will have to follow the executive order, but the big question is that they are violating the constitution which will eventually be struck down by the court...however, I’m not a legal expert but this is what it may happen from my opinion..
