Central Govt promised special status and denied due to finance commission recommendations and other states are asking too.at the same time state Govt was promised to be given special package equivalent to special status which CBN agreed too. but when the time came to deliver benefits of special package ,central Govt started playing north politics and asked state Govt to create SPVs (special purpose vehicles) https://www.financialexpress.com/archive/what-is-a-special-purpose-vehicle/129610/ special vehicles create chesukne situation unte why we will depend on central Govt help.
