just use short range (very short range) independent interconnected mesh networks. But it will run into the problem that bitcoin is in now (inspite of the silly 'lightning' network). The problem is finding the right peer to transact in an instant. 

if that problem is solved, we don't need cellphone towers, or 4g, 15g, ng. lol.

actually we wouldn't need a govt, if that problem is solved.
