1. govt sets up a set of artificial scarcities, artificial property rights, cartels, entry barriers, to enable to ruling class to seek rents from the working population (including the middle class)

2. govt then takes a fraction of surplus value created by this system (after the rich clean the plate), and gives it to the destitute, so that there's enough demand to keep the economy functioning, and from driving destitute people to starvation or revolution.

The 2nd part is especially true of economies of the west, which are industrially advanced. but thing is, India starts off as a service economy, with very less manufacturing base, and comparatively very less exports. So, India is vulnerable already without reaching mid income levels, which is pretty sad.

india is going to implode soon. you can see it if you read news items about job losses, and the competition for PSU jobs.

I haven't found an ethnic group that I can label as dumb.

anyway the function of innovation is literacy levels, and public/private investment in science, and general culture.

not sure Iranians are world class in this, but I always suspected that they do better than India.
