There was so much wealth created prior to 2004 and all that was distributed by YSR, this helped YSR emerge as Leader with minimal opposition. 

This time around, CBN himself is distributing the wealth giving no chances to opposition growing strength. now, it will be difficult for YCP or any other party to implement their schemes even if they come to power next term, will eventually lead to public grief on that party by the end of 5-year rule.

 

Think about it, Spending 40,000 crores on Amaravathi construction (Includes bridges, parks, roads, ...) and it will need atleast 4000 crores per year to repay

Dwacra may be a 1-time thing and may cost about 10,000 Crores 

Double Pensions will cost around 6000 crores per year

20% incentive to govt employees, not sure how much that costs

Annadatha Sukhibhava: Another 2000 Crores

On the positive side, there is some progress on Polavaram approvals and that may free up some money
