Laredo sector is heavily scrutinized by every agency.  Form 8300 is CTR, and undercover agents went there and even mentioned that the money is drug money. Despite that,  Gudipati forgot to file CTR/form 8300. Sounds like they have been monitoring him, but was not able to find the right evidence. So, they trapped him with an informant.
