It's just supply and demand game. We have thousands of IT people coming to US on H1b because there is big demand. You don't see many civil engineers coming to US on H1b because there is no demand

In IT it's 1 in 1000. In civil it's 1 in 2. Due to supply and demand. 

My civil engineer friend lost job in 2014. He searched for six months couldn't find a job and went back to India for good. 

Friends in IT were able to find jobs in any city within two weeks.
