I am talking about how less of a care those 'high earners' have for their city. those that live in 'high societies' don't know how many even pay corporation taxes, water bill, etc.

I don't mind the uncleanliness. It can be solved with technology, but cities are starved for funds, and to me it points to how much people take their city for granted in India.
