Heavy rains lead to emergency declaration in several California counties

Governor Gavin Newsom declared an emergency in five northern California counties after record rain and heavy flooding left a city a virtual island, causing local officials to declare their own emergency on Wednesday. More than 21 inches of rainfall were recorded in some areas.
