frankly, why are people getting arrested? if that service is provided, isn't it the failure of officials and that spa administration? what do customers have to do about it? what if there is a genuine visitor who doesn't know what kind of spa these are and went in for a massage? would he be troubled as well? or are these arrests being made based on internal tapes which shows offense happening?
