i am planning to buy apartment in India worth 60laks. What is the best option for loan, India or USA ? 

Is USA an option at all? Ikkada loan teeskoni India lo konkovacha? Evarina chesara ilaga?

If you have any chance try to get loan in US with less APR. So it's better compare with India loan . Try SOFI or American Express .

Never heard of SOFI, I will take a look in to it. Do you know how we can send huge loan amount to India, will it be a problem?

It depends on your income  n credit score . I got 40 k with 730 score
