As per O*net, QA defined under : https://www.onetonline.org/link/summary/15-1199.01

I'm Unable to specify it as a Specialty kind-of tech. And does level 1 varies according to the lo location/states ?

Level 1 is about wages. Yes, Level1 wage in manhattn, nyc is higher than level 1 wage in Fargo, North Dakota.  When LCA is filed, one has to pick up L1/L2/L3,/L4 and SOC code. They have a drop down menu.

Basically, find a job description and claim that whatever duties that job has constitute a speciality occupation. http://www.flcdatacenter.com/OESWizardStart.asp

No, it is gonna be L2.  In LCA, you can provide the salary range: L2 Wage to that something between L2 and L3.
