Full time internal job move ( next level) on H1b. Do we need to file again the H1b petition and go through the whole GC process again ? what are the possibilities RFE's malli emanna vuntayaa ? or since its the same company there wouldn't any obstacles. please advise.

This is not true, if in case of added responsibilites to existing, and falls under same H1B SOC code, then no need to refile GC. But better check with company immigration team.
