Up to late 90's, USICS used to take fingerprints on special fingerprint cards. These fingerprints were sent to FBI for checking. In old days, when people were under deportation proceedings, they used to create a new identity and file a new application for perm residency, thereby getting green cards, citizenship. Four years ago, USCIS started to digitize old fingerprint cards. So, they have found matches, found people who changed names, but never mentioned on the appication. They wanted to deport these guys. That's how some African restraunt owneer in San Francisco got busted last year.

Then they found that some petitioners abused the system. They have started reviewing it.
