Deni batti neeku emi ardham ayyindi? Their immigration system is jacked up & gov can’t have a control but they again fund new organization to investigate. intha lolli chese kanna poor countries (when compared to US) like Aus & canada has better system & they can centralize the immigration and allow merit based and stop penalize poor people came here for work or if they hate immigrants simply shut down the d a m n program altogether

I am getting a impression that USCIS is encouraging immigration gambling

USCIS is slow. Up to late 90's, USICS used to take fingerprints on special fingerprint cards. These fingerprints were sent to FBI for checking.  In old days, when people were under deportation proceedings, they used to create a new identity and file a new application for perm residency, thereby getting green cards, citizenship.

Four years ago, USCIS started to digitize old fingerprint cards. So, they have found matches, found people who changed names, but never mentioned on the appication. They wanted to deport these guys. That's how some African restraunt owneer in San Francisco got busted last year.

Why going back to 1980s?

It was part of USCIS digitization project. Then they found that some petitioners abused the system.  They have started reviewing it. There is no statue of limitations for this.
