They don't even try to make such jobs full time jobs only because some director or VP owns contracting company or they get some kick backs for hiring contractors from staffing agencies.

Every wife of AT&T employee used to own a company.  I remember one time, when three employees got fired.  Some primary vendors complained that they were not able to place any candidate at all, then gave some hints to AT&T legal. AT&T investigated and found that one primary vendor all of sudden placing 90% reqs. Kaani ee prime vendor gaadu used to take $2 per hour/candidate. Kaani, ee primary vendor ki supply chese company owned by wives of one telugu guy, one punjabi guy. Now this punjabi guy is a MD in network archtecture at Morgan stanley.  Kuppal kuppal dabbul dengindru.

That's one model of the business.

Another model:

oka power company undi ee area lo. Daantlo oka kannada pm gaadu unnadu. Vaadu bayata primary vendor gaadu laaloochi (basically, if you investigae, you are not going to find any wrongdoing).  Veedu aithe icchedi $50 on c2c in San Jose, kaani,  primary vendor gaadu $120 charging. So, basically that PM protects the candidate, can give you a long contract, can give you a client letter, can even get you a full time job.

My hypothesis in this set up is that his friend will share 50% of spoils with that manager's wife (some kind f invoicing).
