Kaleswaram is small, polavaram is big.

Check with ground realities

Kaleswaram is a state government project started During UPA-1 pranahita chevalla irrigation project on 2007

Polavaram project is a project delayed from N.sanjeeva Reddy time and started During UPA by YSR

Kaleswaram (pranahita-chevella) already completed by 34% during Congress time and construction stopped after bifurcation process

Where as polavaram completed by completed by Congress government is only 6% during before bifurcation .

Polavaram is a national project because hydroelectricity generated by polavaram should be shared with Telangana , polavaram project will merge many rivers through canals ,as a national project every small problem should be finalized by central government committees , where as kaleswaram is a state government project decided by KCR

Polavaram is mentioned in AP reorganization act , so state government should wait to get money for any step in further from central government , polavaram project area is majority stayed by Scheduled castes and tribals , so government should show proper rehabilitation and resettlement before completing the project

As of now during chandrababu Naidu tenture 2014–2018 they completed almost from 6% to 51% , where as KCR completed 34% to 61% as a state pilot project

You can count the percentage and decide

After 2013 land acquisition act it become really hard time for polavaram project to revaluate and resettle.
