H4 EAD - 6 months not approved yet ( 7 months ki approved)

my wife went to india for stamping, will be aback in 2 months, can i apply her h4 ead once visa stamping is done ????

or does she need to be back in US ??

I am not sure if there will be a I94 issue ...
