SUMMARY

YSR Congress party (YSRCP) Chief YS Jagan Mohan Reddy came up with an elaborate model of governance comprising welfare schemes based on the party’s Navaratnalu. As the name suggests, through nine large-scale welfare programs which will percolate to the grassroots, the party plans to offer benefits worth a minimum of Rs 1 lakh to Rs 5 lakh per year.

Here are the nine Navaratna welfare schemes:

1. YSR Rythu Bharosa

The YSRCP promises to offer financial assistance of Rs 50,000 to farmers. In the second year, each farmer’s family would be given Rs 12,500 per year, in addition to zero-interest loans and free bore-wells. A calamity relief fund of Rs 4,000 crore, 9 hours free electricity during the day, cold storage units and food processing centres in every constituency are among a list of benefits promised to farmers.

2. Fee Reimbursement

The party, if elected to power, plans to provide a comprehensive fee reimbursement scheme, in line with late Chief Minister Dr YS Rajasekhara Reddy’s vision. In addition to complete fee reimbursement, an allowance of Rs 20,000 would be given to every student. A total of Rs 1 to 1.5 lakh would be spend on each student’s education.

3. Arogyasri

The Arogyasri scheme would be applicable to all medical treatments of above Rs 1,000. Regardless of the location of the hospital, all medical expenses would be borne by the government.

4. Jalayagnam

Under this scheme, lakhs of families would be benefited by irrigation projects. Completion of Polavaram project on a war footing is one of the priorities under Jalayagnam.

5. Ban on Alcohol

The YSRCP promises to put in place a ban on sale of alcohol across the State in three stages.

6. Amma Vodi

With a view to encourage families with school-going children, the YSRCP promises to provide Rs 15,000 towards assistance to all mothers who send their children to school.

7. YSR Asara

All loans pertaining to the women’s co-operative societies would be waived. In addition, zero-interest loans would be issued. Payment of interest amount on loans up to Rs 50,000 would be borne by the government.

YSR Cheyutha

Through YSR Cheyutha, the YSRCP intends to support all women from SC, ST, BC and minority communities, who are aged over 45. This would amount to Rs 75,000 per woman from these communities over a period of 4 years.

8. Pedhalandariki Illu

In five years, the YSRCP promises to build 25 lakh homes for the poor. Permanent houses to the homeless poor will be built over a period of 5 years and registered in name of the woman of the household. The government will also take the initiative of providing an additional loan facility through banks at 0.25 paisa interest.

9. Pensionla Pempu

The eligibility age criteria of 65 years for the pensions would be reduced to 60 years. Senior citizens aged above 60 would be given Rs 2,000 while the physically challenged would be given a pension of Rs 3,000.

AP Secretariat Undergoes Vaastu Changes

Post the united Andhra Pradesh bifurcation, under TDP's government, the capital shifted to Amaravati. In Velagapudi, the state's Secretariat was constructed but right from its inception, there are many reports that the construction of the building is not done as per the vaastu. Eventually Chandrababu Naidu had to pay the price and now the new CM YS Jagan is taking precautions before entering the secretariat.

YSRCP leaders consulted few vaassu experts and they paid a visit to the Secretariat recently. Having noticed the entire building, they reportedly suggested few changes in the block one which have chambers of CM and Chief Secretary (CS). The corridor leading to the CM's chamber should be closed while the southeast corner of the CS's chamber should be modified. Based on these inputs, the secretariat administration as ordered for the renovation works at war-foot.

We hear from the YSRCP sources that CM YS Jagan will step into secretariat only once the works are completed. This may take a week time and June 8th is the date being considered initially. If Jagan steps into Secretariat, on the same day he will make an announcement on the cabinet expansion.

New Andhra CM goes for major shake-up in administration

Amaravati: A day after taking oath as the Andhra Pradesh Chief Minister, Y.S. Jagan Mohan Reddy has gone for a major shake-up in the administration, shunting out the police chief and four Secretaries in the Chief Minister's Office.

As expected, Jagan Reddy carried out the rejig in the top echelons of the police department, replacing Director General of Police (DGP) R.P. Thakur with Damodar Goutam Sawang.

Thakur, who was considered close to Jagan's predecessor N. Chandrababu Naidu, was posted as Commissioner, Printing & Stationery and Stores Purchase, considered a loop posting.

Chief Secretary L.V. Subrahmanyam late Thursday issued orders appointing Sawang as the head of police force. 

Sawang, who is Director, Vigilance & Enforcement Department, was given full additional charge as the new DGP. He is eventually expected to take regular charge as the state police chief.

Hours after his appointment, Sawang met Jagan Reddy at the latter's office and discussed the law and order situation in the state.

Jagan Reddy is understood to have given him necessary instructions on reshuffle in the police administration.

In another major reshuffle, the new government transferred A.B. Venkateswara Rao, Director General, Anti-Corruption Bureau (ACB). He was directed to report to the General Administration Department for further posting.

Kumar Vishwajeet, Additional Director General, Intelligence, was given full additional charge as Director General, ACB, until further orders.

Venkateswara Rao was Additional Director General, Intelligence, when the Election Commission shunted him out in April following a complaint by Jagan's YSR Congress Party that he was supporting the ruling Telugu Desam Party (TDP).

The new government also shunted out four IAS officials from the Chief Minister's Office.

They are Satish Chandra, Special Chief Secretary to CM, G. Sai Prasad, Principal Secretary to CM, M. Girija Shankar and Adusimilli V. Rajamouli, both Secretaries to CM. They were directed to report to General Administration for further postings.

Solomon Arokia Raj, Secretary, Industries & Commerce Department, was posted as Secretary to the Chief Minister. Shamsher Singh Rawat, Principal Secretary to Government, Social Welfare, was transferred and posted as Principal, Finance Secretary.

P. Krishna Mohan Reddy, Special Grade Deputy Collector (Retd), was appointed as Officer on Special Duty to the Chief Minister.

All the orders were issued by Chief Secretary Subrahmanyam, who is likely to continue on the top post.

He was appointed as Chief Secretary by the Election Commission after shunting out A.C. Punetha on charges of allegedly defying the poll panel's order on transfer of some officials.

CM Jagan's second stroke: DGP Thakur out!

Andhra Pradesh CM YS Jagan is making many changes to his team and the latest change is AP Director General of Police (DGP). Current DGP RP Thakur has been replaced with Gowtham Sawang who is currently the DG of Vigilance and Enforcement wing.

Gowtham Sawang belongs to the 1986 IPS batch. From 2015 to 2018, he worked as Vijayawada City and he has the name of tackling the Maoists agitations quite effectively when he was the DIG of Warangal range from 2001 to 2003 and also the 'Call-Money' scandal.

Post appointing Sawang, the police officer reached Jagan's office and held discussions on law & order in the state for few minutes.

The outgoing DGP Thakur has the reputation of being biased towards the last TDP government. In Jagan's #KodiKatthi case, Thakur shot to headlines by calling on the media within an hour of the incident was reported. YSRCP claimed that Thakur was misleading the case and he was also in news for his encroachment allegations in Hyderabad. Thakur was given the post of Commissioner of Printing, Stationary and Store Purchase.
