If you want the answer in a nutshell, here it is. If you want to read more, keep going.

Pale skin is more attractive in India because attractiveness is based on the elite. If you have pale skin it shows that you don't have to labor in the sun, which poor people do, and rich people (elites) don't.

If one belongs to a society that practices intensive agriculture with primarily human labour, then yes. Light skin is considered more attractive (notably, through purely non-racial arguments). For other cases, there is no clear trend.

For perspective, it is not only in India that white skin is glorified. A tan is unpopular in China and at least one style of Japanese make-up involves painting the face white. The preference of pale skin existed in Europe too, in Tudorian and Elizabethan times. Another desirable feature, for example, was a pot-belly among men.

Although attraction depends on a lot of factors, the so-called standards of attraction are always elitist. Colour will matter if it helps distinguish between elites and non-elites. For example, in cultures where labour-intensive agriculture is 'common' (India, China), a plump physique and light skin indicates (a) food security and (b) a genealogy free from the experiences of hard physical labour in the sun. This would correlate well with the ruling class and/or those who were rich enough to afford a sedentary lifestyle. It is worth mentioning that during most of human history, this was the default.

On the other hand, in highly industrialized places like modern North America, the "well-fed & light skin" appearance is 'common', and therefore 'elite' may mean different things to different people. Attraction could then be linked to cultural and racial stereotypes, money, fashion, employability and anything that can make one person "out of the league" of another person. In short, things that differentiate upper-classes from lower-classes are very varied in the developed world.

I'd say the overarching fact is that we are still 'conditioned' to think according to societal standards, and these standards may or may not admire light skin. The US provides a good example. There, Asian immigrants do seem to prefer light skin, while 2nd Generation Asian-Americans do not. This suggests that our thoughts are influenced by where we grow up, more than they are through some basic instinct.

Not really. Fair skinned people are more attractive and it is like that way pretty much everywhere. Only deviants like odd things.
