Phoenix, AZ is too hot from April - Sept..literally you cant step out.

If it is same pay better stay in Florida...better wait for experts opinion

stayed there it's a big metro, a lot of good neighborhoods. Indian communities are mostly near big clients/universities like Amex, UHaul Corp, Safeway Corp, Mayo Clinic, CVS Health, ASU e.t.c. Summer climate is at times not bearable(car without covered parking will feel like oven set to 400 degrees baking mode, like that hot), winters are great(people from the north come to enjoy the weather, locals call them snowbirds. Weird name but who am I to judge). School districts are decent near Tempe, Scottsdale or northern Phoenix(can't call out specific ones). I am not sure what do you mean by connectivity(PHX is a great airport with a lot of destinations, LA is 6 hrs drive. Vegas is 5 hrs drive). I appreciate the Phoenix area, given a chance will move back.
