Also you are talking about past generations when people werent educated... ipudu entha mandhi kantunnaru more than 2 or 3 for that matter... But still today if you go to old city in Hyd you will see a cricket, football, rugby teams in most of the houses... 

The problem is not only about having so many kids but also the burden posted on taxpayers
