As far as I heard Sarkar Patel was so close to resolve this Kashmir issue, but Nehru diverted him to take care of some other matter.

Patel was ready to give kashmir to pakistan intially. Nehru ne ekkuva intiation tisukunnadu

same Nehru is responsible for first linguistic state in India United Andhra Pradesh
