Basic facilities lo basic mbbs doctors are already working in PHC - Primary Health Centre 

Aa PHC jobs with merely 50k salary ki kuda chala demand undi... Almost 1:5 ratio

Why can't government increase number of PHCs like that... They won't because they don't want to spend money on health sector

No other profession in this country has something like compulsory rural service for years together

Yeah, but not for Unani, Ayurveda and other  gimmick “doctor” courses though. You can do those and get in through the 6 month bridge course and do whatever you like. Guess what? you don’t even need to tell patients that you are a nontraditional doctor as you will have a certificate to show.
