  • This final rule is very voluminous and complex. The USCIS announcement will help to understand key summaries for this monstrous rule.

 

08/12/2019: Final Rule of "Inadmissibility on Public Charge Grounds" Scheduled to be Published in the Federal Register on 08/14/2019

  • The initial draft of this final rule has been under tremendous pressure from all levels, including local governments. It thus appears that this final rule, which will take effect two months from 08/14/2019 (October 13, 2019) reflects some modification and tone-downed the extremely harsh parts in many ways. Readers should quickly review the full text.
  • The final rule proposed to apply the rule to the nonimmigrant proceedings for the public benefits which had been already received as well as "likely to receive it in the future" as well, but the published final rule dropped the latter parts and will apply only when the nonimmigrant has already received the public benefits at the time of the agency's review.
